The chief minister reiterated that any entrance examination based on the National Council for Educational Research and Training (NCERT) syllabus would not provide equal opportunity to all students studying in various state curricula across the country, noting that more than 80% of total students in most states are enrolled in the state curriculum, with the majority of these students coming from marginalised groups.


As a result, the chief minister of tamil Nadu has stated in his letter that the NCERT syllabus-based entrance examination will be detrimental to the majority of students who are eligible to enrol in Central Universities, and that this situation will significantly reduce the enrollment of tamil Nadu students in various Central Universities and affiliated colleges across the country. The tamil Nadu chief minister wrote in his letter that, like the NEET exam, the public university entrance exam would be detrimental to the interests of rural poor and disadvantaged students in the community, and that there were fears among tamil Nadu residents that it would only benefit training centres for students to grow more like canker sores.


The chief minister noted that the university Grants Commission's indirect pressure to follow the Public university Entrance Examination System would strengthen the process of centralising non-Central university admissions, which would eventually push students to choose expensive schools that follow the NCERT syllabus, which is based on the state curriculum.
