Despite the World bank team's appreciation for the manner in which these initiatives are being carried out in the State, the chief minister requested them to carry out a thorough analysis of the changes occurring in the medical, agricultural, and educational sectors. He gave specifics about the reforms being implemented in these areas and encouraged the team to make sure that the World bank, in addition to providing financial and technical support, plays a partnering role in the developmental initiatives.

The chief minister claimed that the government is reforming the educational system by implementing a number of initiatives such as Amma Vodi, vidya Deevena, Vasa, and digitalizing classrooms with Interactive Flat Panels (IFP). These initiatives include raising the Gross Enrollment Ratio (GER) in primary education above the national average, transforming government schools through "Nadu-Nedu" to compete with private schools, introducing bilingual textbooks, providing students with wholesome food, and more.
