Today, the Avtar Group, India's pioneer in Diversity, Equity, and Inclusion (DEI) solutions, published the second edition of the 'Top Cities for women in india (TCWI)' index. Apart from Avtar's primary study on women's employment, data from several official sources such as the Periodic Labour Force survey (PLFS July 2022-June 2023), national census, and criminal records were incorporated. Between July 2023 and december 2023, over 1200 women from around the country took part in an open survey and Focus Group Discussions (FGD). The metrics collected from the survey and governmental data were used to create the City Inclusion Scores (CIS).
In the Category 1 list of cities with a population of more than one million, Chennai, Bengaluru, Pune, Mumbai, Hyderabad, Kolkata, Ahmedabad, Delhi, Coimbatore, and jaipur emerge as the Top 10 Cities for women in India. The national capital makes its debut in this edition of the Top 10 by ranking eighth. Chennai, the state capital of tamil Nadu, performed admirably, cementing its status as the best city for women and maintaining its number-one rating.
Tiruchirappalli, Vellore, Kochi, Thiruvananthapuram, Shimla, Salem, Erode, Tiruppur, Gurugram, and puducherry are among the Top Cities for women in Category 2 (with a population of less than one million). A total of 113 cities were chosen for the study based on their importance to the country's economic growth. In the listing, the 113 cities are classified into two groups. Category 1 includes 49 cities with populations greater than a million, while Category 2 includes 64 cities with populations less than a million.
The City Inclusion Score (CIS), which determines city rankings, is composed of three components: the Social Inclusion Score (SIS), the Industrial Inclusion Score (IIS), and the Citizen Experience Score (CES).  While the Social Inclusion Score focuses on the external social context, the Industrial Inclusion Score assesses how well organisations integrate women in their employment. The CES was created using data collected from women across india via focus groups and surveys.
While constructing inclusive and equitable cities in india is still a work in progress, southern cities with significant historical and social characteristics, as well as supporting government policies, are contributing to gender-progressive living conditions, allowing the cities to be included in the ranking.
