Government to Launch E-Commerce Export Hubs for Small Producers


The Ministry of Commerce and industry is preparing to pilot a series of e-commerce export hubs (ECEH), designed to enhance international market access for small producers and boost India’s e-commerce export capabilities. Announced through a draft release by the Directorate General of Foreign Trade (DGFT) on august 22, the initiative aims to streamline export processes, cut down delays, and offer a unified platform for cross-data-border e-commerce activities.
Key features of the ECEH include a dedicated fulfillment area for the packing and warehousing of goods, alongside a customs station to facilitate the clearance and dispatch of products. Goods will be sealed with a customs seal before being shipped, with an Export General Manifest (EGM) filed post-export, tying in the procedure with a GST document linked to the shipping bill. This streamlined setup is intended to enhance predictability in e-commerce exports while reducing the turnaround time for small producers looking to expand their global reach.
One of the key benefits outlined in the draft is the simplified re-importation process for returns or rejected goods, a common challenge for small producers engaging in cross-data-border e-commerce. The initiative also seeks to unify various cross-data-border online retailers under one umbrella, making it easier for small producers to coordinate and manage their exports.
This initiative data-aligns with Finance minister Nirmala Sitharaman‘s earlier announcement of launching e-commerce export hubs under a public-private partnership (PPP) model. It also complements Commerce Secretary sunil Barthwal’s recent statement that a regulatory framework for e-commerce exports is expected to be completed by September, further bolstering India’s position in global trade.
