Delhi Government’s Rah Veer Scheme: ₹25,000 Reward to Save Lives

G GOWTHAM
In a major move to encourage citizens to help road accident victims, the Delhi government has announced the implementation of the Rah‑Veer scheme, a humanitarian initiative aimed at saving lives by rewarding everyday heroes. Under this scheme, people who assist seriously injured accident victims will receive a cash reward of 25,000 and other recognitions.

What Is the Rah‑Veer Scheme?

The Rah‑Veer scheme is a financial incentive and recognition program based on national guidelines to promote timely assistance for accident victims. It encourages bystanders to step in and help seriously injured people reach medical care within the critical first hour — also known as the “golden hour” — after an accident.

Why Was It Introduced?

  • To motivate ordinary citizens to act quickly when someone is seriously injured in a road accident.
  • To remove fears of legal trouble or police harassment that often prevent bystanders from helping.
  • To save more lives by ensuring faster medical intervention.
The scheme builds on the Good Samaritan Rules under the Motor vehicles (Amendment) Act, 2019, which protect citizens who voluntarily assist accident victims.
How the Scheme Works

Who Is Eligible for the 25,000 Reward?

Any individual who:

Provides immediate assistance to a seriously injured road accident victim, AND

Ensures that the victim is taken to a hospital or trauma centre within the golden hour (the first 60 minutes after the accident),

can claim a reward of 25,000.

✔ If multiple people help the same victim, the maximum reward remains 25,000 per incident, even if more than one victim was helped.
✔ In addition to the cash reward, beneficiaries receive a certificate of appreciation for their life‑saving action.

Legal Protection Under the Scheme

One of the biggest barriers to helping accident victims has been fear of legal complications or being dragged into police procedures. The Rah‑Veer scheme works alongside Good Samaritan Rules, which:

  • Protect bystanders from being forced into legal or procedural hassles
  • Ensure they are not questioned unnecessarily by police or authorities after helping an injured person
This makes it safer and easier for citizens to assist without hesitation.
Verification and Reward Process

To ensure fairness and transparency:

  • A District Level Evaluation Committee (including senior police officials, the district magistrate, and medical officers) will verify eligibility.
  • Once approved, the 25,000 reward is directly transferred to the beneficiary’s bank account through an online process.
  • All records are maintained on a digital platform for tracking and accountability.
Additional Recognition Under the Scheme

Besides the ₹25,000 cash reward:

  • Every year, 10 outstanding Rah‑Veers (people who have gone above and beyond in helping accident victims) are selected for a national award of 1 lakh.
  • These awards also come with certificates and special recognition.
Why the Scheme Is Important

Delhi’s busy roads see thousands of vehicles daily, and road accidents continue to contribute to significant injury and loss of life. Rapid first response within the golden hour can often mean the difference between life and death.

This scheme:

  • Encourages compassion and civic responsibility
  • Strengthens emergency response by involving ordinary citizens
  • Promotes a culture where people help without fear of legal trouble
  • Reduces road fatalities by ensuring faster medical care to seriously injured victims
Conclusion

The Rah‑Veer scheme by the Delhi government is a significant step toward fostering a more compassionate society where citizens are encouraged to help accident victims without fear. By offering a 25,000 reward, legal protection, and official recognition, the scheme aims to make Delhi’s roads safer and its people more proactive in saving lives.
