NITI Aayog's initial framework for addressing epidemics...

To deal with future epidemics, niti aayog has prepared the Pandemic Preparedness and Emergency Response (PPER) framework. This framework is an attempt to strengthen preparedness for future epidemics. The recommendations of the PPER framework are based on four main pillars:

First Framework

NITI Aayog has recommended the government to enact a new law, which will be named 'Public Health Emergency Management Act (PHEMA)'. This law will set rules and procedures to deal with a crisis like the Corona epidemic. This law will give the government the right to take rapid action in an emergency and will help in mobilizing the necessary resources.

An Empowered Group of Secretaries (EGoS) on PPER should be formed under the chairmanship of the cabinet Secretary. This group will be responsible for dealing with any health emergencies. This group will include heads of various government departments and this group will help in taking quick decisions and action in an emergency.

A monitoring group should be formed under the chairmanship of the health Secretary and the Secretary of the Department of health Research (DHR). This group will monitor public health emergencies and ensure that all necessary measures are being taken. This group will work under the chairmanship of the health Secretary and the Secretary of the Department of health Research.

A detailed SOP will be prepared for rapid response to biological threats. This SOP will explain how the government should respond rapidly if a biological threat arises. This plan will cover all the necessary steps, such as surveillance, contact tracing and mobilization of necessary resources.

A special fund will be set up for all activities related to PPER. This fund will provide the necessary funds to deal with public health emergencies. This fund will be used for various activities, including monitoring diseases, analyzing data, predicting, finding new ways, developing medicines and equipment, improving health facilities and training people.
