Kiran just chowkidar now ?
Believe it or not, with the constitution of the Group of Ministers the Kiran Govt has by proxy come under the control of the Centre and the CM is just a rubber stamp and also a dummy CM.' He can not approve a bill above Rs. 5 lakhs now ' says a finance ministry official.
Henceforth all major policy decisions including deployment of forces and Law and order will have to be approved by Centre ,via Home ministry and also the office of the Governor.That is CM Kiran KUmar Reddy is just a dummy and a rubber stamp till the GoM completed its task.a Union Home ministry circular to Chief Secretary had categorically advised him to not undertake any ' directions ' from the state cabinet including the Chief Minister in policy issues and that Government can not make any declarations of new programs and policies beyond what is already accepted and endorsed in the last assembly budget session.
In other words, CM Kiran Kumar Reddy has been reduced to a ' night watchman- a chowkidar'�� after the GoM takes up the guantlet today and is nothing more than a rubber stamp CM and that is what the Congress President Sonia Gandhi had reduced hin to be till the process if complete and fresh elections take place.
