Fresh Guidelines for Lockdown till May 31

As per report the Ministry of home Affairs has extended the nationwide lockdown till May 31 and released fresh guidelines for the same.  According to the fresh guidelines for lockdown 4.0 issued by the home ministry, the movement of individuals shall remain "strictly prohibited" between 7 pm to 7 am, except for essential activities. The MHA circular reads, "The movement of individuals shall remain "strictly prohibited" between 7 pm to 7 am, except for essential activities. local authorities shall issue orders, in the entire area of jurisdiction, under appropriate provisions of law, such as prohibitory orders [Curfew] under Section 144 of CrPC, and ensure strict compliance."

 

The MHA guidelines also mention that all those above 65 years of age, people with co-morbidities, pregnant women, and children below the age of 10 years are to stay at home, except for essential and health purposes. While restrictions have been considerably eased, the onus is now on the states to decide if they want to prohibit certain activities in certain areas. States have also been given the authority to delineate containment, buffer, red, orange, and green zones. The restrictions to be applied in the respective zones will be more or less decided by states.

 

Under Lockdown 4.0, the government has allowed inter-state movement of passenger vehicles and buses. These road movements will, however, be allowed only with the mutual consent of the states and Union Territories involved. However, the government has also made it clear that these inter-state road movements will not be allowed in areas that have been identified as containment zones.
