Why Telangana decided to have a new Secretariat building ?
The choice to create the new secretariat was not made in an instant. The telangana state government, led by chief minister K Chandrashekhar Rao, started running things from the old secretariat not long after it was created. Employees and visitors, however, had numerous challenges as a result of the lack of necessary amenities, canteens, and parking. In addition to the frequent short circuits, there were numerous instances of concrete patches and ceiling fragments collapsing, endangering the workers.
The chief minister formed a cabinet Sub Committee with Roads & Buildings minister V Prashanth reddy as its head to investigate the structural stability and other elements of the old secretariat in light of all these considerations. The subcommittee provided a report in which it noted the poor state of the building. The State government then established an expert group under the direction of the R&B engineer in Chief. Following a thorough investigation, the Committee found numerous flaws and suggested building a new secretariat to the highest standards in accordance with the demands of the State administration.
On june 27, 2019, the chief minister formally lay the groundwork for the new Secretariat. The new secretariat will be designed by renowned architects Dr. oscar G. Concessao and Dr. Ponni M. Concessao. The chief minister gave his approval to the designs before awarding the contract to Shapoorji Pallonji and Company Private Limited to build the new Secretariat.
Construction of the structure has administrative sanction of Rs. 617 crore. With 550 crore rupees already spent, the building cost is anticipated to rise 20% to 30% from initial projections. This was mostly brought on by the GST's increase from 6% to 18%. According to officials, this caused the price of construction supplies to significantly increase.
