Union minister Shah said, "I also want to tell a little about the history of Delhi's governance. Even before independence, delhi has been the center of power of the country in one way or the other for many years. In 1911, both delhi Tehsil and Mehrauli police station were separated and made the capital. Later, in the Acts of 1919 and 1935, the british Government of that time considered delhi as Chief Commissioner's Province. At the time of independence, when the process of making the constitution took place, a committee consisting of PattabhiSitaramaiya and BabasahebAmbedkar was formed regarding the status of delhi and the drafting committee discussed in detail about the status of Delhi.

He said, “The PattabhiSitaramaiya Committee had recommended almost statehood status to delhi, during the discussion of the same committee, leaders like Pandit Nehru, Sardar Patel, C. Rajagopalachari, Dr. rajendra prasad and Dr. Ambedkar himself gave different views on this. Opposed by giving a different argument.

The home minister said, “I want to read a paragraph of Dr. Ambedkar's report sent to the President of the Constituent assembly in 1949 along with the final draft of the Constitution. As far as delhi is concerned, it seems to us that delhi as the capital of india can hardly be placed under any local administration. In the united states of America the parliament has absolute legislative power with respect to the capital, so also in Australia.
