Reason for OBC and EBC backward in the field of education...?
Even on the education front, backward and extremely backward communities have lagged behind.
According to government figures, 13.41 percent people from upper castes are graduates. This figure is only
6.77 percent in OBC and 4.27 percent in EBC.
In bihar, 3.05 percent Dalits have completed graduation.
According to government figures, 11.44% of the population of upper castes are forced to work as
labourers. This number is 13.74 percent in OBC, 18.62 percent in EBC, 21.3 percent in sc and 18.51
percent in ST.
There are 2 screws in the new roster, which are not easy to solve.
1. Muslims are demanding separate reservation- Separate reservation is being demanded for Muslims in
Bihar. The Muslim community says that their population is around 10 percent among the backward classes
in the state, but they do not have that much share in government jobs. Pasmanda leaders are demanding
separate reservation for Muslims. These leaders say that according to Hindu OBCs, Muslims do not get
benefits in the reservation system. The share of Muslims in government jobs is less than 2 percent.
2. No authentic data of Dalits and tribals – Reservation for Dalits and tribals can be amended only after the
census data is available. The government has conducted caste survey in Bihar. The authority of census rests
with the Centre.
In such a situation, the issue of amendment in the reservation system of Dalits can go against the
government. Here, former cm Jitan ram Manjhi has demanded that separate reservation arrangements
should be made for Musahars. Manjhi says that there are 5 percent Musahars in bihar and only this much
reservation should be given to them. While describing the caste of the Musahars, Manjhi also makes
special mention of their sub-castes. Musahars have the least number of government jobs among the Dalit
community. Only 0.26 percent people of Musahar community have government jobs.
