Karnataka cabinet Approves 4% Reservation For Muslim Contractors, Amends KTPP Act

The karnataka cabinet has approved an amendment to the karnataka Transparency in Public Procurement (KTPP) Act, introducing a 4% reservation for Muslim contractors in government tenders. The move aims to enhance minority representation and address socio-economic disparities, though it has sparked a political debate.

In another major decision, the cabinet cleared the karnataka Gram Swaraj and panchayat Raj (Amendment) Bill, which will allow 'B' khatas for unauthorized rural properties—an initiative similar to what has been implemented in urban areas. The reform is expected to provide legal recognition to nearly 90 lakh rural properties, enabling property owners to access essential services.

Additionally, the government approved a proposal to allocate 4.24 acres of Agriculture Department land in Hebbal to the international Flower Auction Bangalore (IFAB) for two years at no cost. This step is designed to boost the floriculture industry and promote economic growth.

The cabinet also sanctioned financial aid worth Rs 96.77 crore to restore the Bangalore Bioinnovation Centre, which suffered significant damage in a fire earlier this year. The funds will be used for the reconstruction and replacement of essential research equipment to ensure the center’s operations continue without disruption.

Further, structural changes to the karnataka Public service Commission (KPSC) were discussedwith the government deciding to form an expert panel for recommending reforms. A search committee will also be set up to oversee the appointment of new KPSC members, aiming to improve transparency in the state’s administrative recruitment process.

BJP Hits Back

The decision to implement a 4% quota for Muslim contractors has drawn criticism from opposition parties, particularly bharatiya janata party (BJP). bjp mla v sunil Kumar accused the Congress-led government of engaging in "appeasement politics," alleging discrimination against the majority community. The karnataka bjp also launched an online campaign opposing the move, with edited images of chief minister Siddaramaiah being circulated on social media.

Defending the decision, Siddaramaiah stated that the reservation was intended to uplift marginalized communities and ensure fair opportunities in government contracts.
