Rules for Obtaining a PAN Card Have Changed: Government Introduces 4 New Rules

The government of india has recently updated the PAN (Permanent Account Number) card application process. Starting April 1, 2026, several important changes have been introduced to make the system more structured, secure, and category-specific. These changes include new application forms, additional document requirements, and stricter verification rules.

Here are the 4 major new rules you need to know.

1. New PAN application Forms Introduced

One of the biggest changes is the introduction of four new PAN application forms instead of the older ones.

New forms include:

  • Form 93 – For indian resident individuals
  • Form 94 – For indian companies and firms
  • Form 95 – For foreign individuals and entities
  • Form 96 – For government bodies and other organizations
These new forms replace older formats like Form 49A and 49AA, helping the system better categorize applicants.

2. Aadhaar Alone Is No Longer Enough

Earlier, many people could apply for PAN using only Aadhaar. That system has now changed.

New rule:

  • Aadhaar alone is not sufficient anymore
  • Applicants must submit additional supporting documents
This step has been introduced to improve identity verification and reduce misuse or duplicate PAN cards.

3. Mandatory Supporting Documents

Applicants now need to provide proof of identity and date of birth along with Aadhaar.

Accepted documents include:

  • Birth certificate
  • Passport
  • Voter ID card
  • Driving licence
  • Class 10 certificate
  • Government-issued affidavit
This makes the verification process stricter but more reliable.

4. Strict Aadhaar-PAN Data Matching

The government has introduced zero tolerance for mismatched details.

Key requirement:

  • Name on PAN must exactly match Aadhaar
  • Date of birth and other details must also match perfectly
What this means:

  • Even small spelling differences may lead to rejection
  • Applications will be verified through automated systems
This step is aimed at improving data accuracy across government databases.

Bonus Change: Transition Timeline

  • Until March 31, 2026 → Aadhaar-only PAN applications allowed
  • From April 1, 2026 → New rules become mandatory
